Walters UK has started construction on Swansea’s only landfill site at Tir John. Since the closure of the site in 2005, the city’s household waste has been disposed in Merthyr Tydfil and Pembrokeshire. Swansea City Waste Disposal Co Ltd, which disposes of waste on behalf of the council, hopes to reopen Tir John in 2009. Development area known as Cell 15, comprises preparation works for a future cell. Approximately 10,000m3 of clean import is being used to raise levels above ground water level. Sophisticated monitoring equipment is being installed to ensure that strict settlement limits are being achieved to the satisfaction of the EA. Phase 1 capping works includes site clearance, grading, surface water drainage and installation of leachate drains. The area will be capped with clean material on 55,000m2 textured geomembrane protected by a drainage composite. The works, designed by Jacobs Engineering Limited, is scheduled for completion in September 2009. Walters are ahead of programme for the critical path works. The form of contract is NEC2 Option C: Target contract with activity schedule. Walters UK have already successfully reduced significant client costs by introducing a number of design related changes:
